Yes. The whole board is free and GPL-licensed. Only the add-ons that help you earn from it are paid.
Is this a WP Job Manager add-on?
No. Xolius Job Board is a complete board on its own and does not need WP Job Manager.
Does it need the News. theme?
No. It fits News. out of the box but runs on any well-built theme.
